Property Investment Services Pty Ltd commenced managing Owners Corporations (or known as strata titled properties) in March 1992. The need was emphasised when its principal, Norman Mermelstein, found it difficult to locate a committed company to manage his own properties. Property Investment Services Pty Ltd was established and specialises in Property Management and allied services such as Insurance, Property Conveyance and Dispute Resolution.
Norman comes from a science and medical research background. Training as a PhD student in immunology had taught him to be precise and diligent. After winning a 7-year legal battle related to a fraudulent property transaction at the High Court, Norman came to the realisation of his passion in justice and became a solicitor specialising in owners corporation laws, property laws, wills and estates and commercial leases.
Norman is widely recognised in the real estate and law community. He isn now a Committee Member at the Owners Corporations Chapter and Members Council of the Real Estate Institute of Victoria, a fellow member of the Real Estate Institute of Australia, a Committee Member of various Committees at the Law Institute of Victoria. Norman is also a co-author of the Owners Corporation Chapter in the Law Handbook and a regular contributor to the Estate Agent and to the Law Institute Journal. Norman has the opportunity to participate recommending in regards to law amendments and provide our clients with up to date information on Owners Corporation laws.

Emi is loved by her clients. She is efficient, motivated, hardworking and extremely customer-focused. Graduated with an Accounting and Finance degree, Emi started working in the Owners Corporation Management industry in January 2009 as one of the few, or even probably the only Mandarin-speaking Manager in Melbourne at the time. After being initially perceived as “not local enough”, her clients soon realised that Emi’s skills and abilities far surpass any other managers they had previously experienced.
Emi has extensive knowledge in all aspects of the industry, from construction and development consulting, establishment of new owners corporations, financial planning and accounting for owners corporations, facility and property management, insurance policy and claims management, dispute resolutions and advocacy at VCAT.
Apart from being busy leading the Owners Corporation Department at PROPIS, Emi is undertaking a Master of Construction Management at the University of Melbourne and is also completing her real estate agent qualification at the Real Estate Institute of Victoria. It is fair to say that there is no other person as passionate as her in becoming a property expert.
Virginia has been with the company for almost 12 years. She is an accomplished Commercial Property Manager and Accounts Manager with a diversified range of portfolios.
With a degree in Accountancy accompanied with personal acquisitions in property markets in Victoria, Virginia has strengthened her expertise to build professional relationship with our valued clients and to deliver superior services in property management.
Colin has been working in the Owners Corporation industry since 2010. He has progressed from an Administrative Assistant, Assistant Owners Corporation Manager to the Accounts Manager at PROPIS.
With the Bachelor of Commercial (Accounting) and successful completion of CPA, Colin looks after all financial matters relating to Owners Corporations, from budgeting, projection, business activity statements, variance analysis, cash flow management, financial project management and dealing with external audits by the ATO.
Colin’s financial finesse coupled with his knowledge and experience in insurance claims, debt recovery at VCAT, project management of major building works and dispute resolutions bring out the best of the situation to clients. This has led to extensive investigation into the Owners Corporation’s past records at handovers when building information can be lost with loss of personnel or change of manager. Furthermore, he has designed and set up an integrated accounting system, which is linked with the database of PROPIS to enable efficient and holistic management of Owners Corporations.
Colin is a big advocate of transparency in Owners Corporation Management. The integrated system provides clients with on-demand retrieval of pertinent information about the Owners Corporation, clients’ statement of account and past tax invoices and financial statements including paid invoices under the Owners Corporation.
Colin is currently looking to expand his knowledge further in real estate industry and accounting. He is completing the Real Estate Agent’s qualification at Real Estate Institute of Victoria and undertaking further training in taxation.
