HOW PROPIS BEGAN

In 1992, Norman Mermelstein established PROPIS. His goal was to provide trusted property services to clients. After an earlier career in medical research, Norman initially entered the property market to support his uncle in a dispute with a developer. In 1996, the five-year case ended in a High Court win and conclusion in the Supreme Court of Victoria. This seminal experience sparked Norman’s passion for protecting property rights and led him to qualify as a solicitor. In April 1997, Norman purchased our office on St Kilda Road, taking on his first employee soon after.

In the following decades, the property industry became more professional with PROPIS leading the way. We expanded our offering, and the team grew to fifteen staff, all dedicated to supporting owners corporations and property owners. More than thirty years later, we’re known for our devotion and expertise. We strive to lead industry standards and raise expectations.

NORMAN MERMELSTEIN

FOUNDER AND DIRECTOR

Norman is Director and Founder of PROPIS Property Investment Services. He’s a solicitor who specialises in property law and owners corporations. Norman focuses on owners corporation management, litigation, property law, wills, leases, sales, and consultancy. Norman qualified as a Barrister and Solicitor of the Supreme Court of Victoria and High Court of Australia. He also has real estate qualifications. He’s written work published by the Law Institute of Victoria and the Real Estate Institute of Victoria.

The team and clients of PROPIS are the lucky beneficiaries of all his knowledge. In an earlier career Norman was a Chartered Chemist with a PhD in Immunology. When he’s not at work, Norman likes to follow his favourite footy team, the Demons.

EMI SUI

DIRECTOR

Emi leads the staff at PROPIS and directs client relationships. Emi has expertise across financial planning, insurance, facilities management, and dispute resolution. Emi moved to Australia as a teenager. She studied a Bachelor of Commerce, Accounting and Finance at the University of Melbourne. After graduating Emi joined the owners corporation industry. Early in her career, she wanted to improve how the industry operates. In 2012, Emi joined PROPIS and became an indispensable member of the team. She subsequently completed a Master of Construction Management, specialising in the building major, so she could provide specialised support to clients.

Emi trains PROPIS staff and upholds high standards. She creates a fair and motivated environment. In her spare time, Emi enjoys a range of craft activities and silent disco, film photography, and boxing.

PETER XU

OPERATIONS MANAGER

Before joining PROPIS, Peter managed prestigious venues such as Melbourne Town Hall and the National Museum of Australia, building expertise in venue operations, safety compliance, and heritage building management. Now, as Head of Operations at PROPIS, he leads the Owners Corporation management team, ensuring tier 1 and multi-use properties are expertly managed. Known for his professionalism and attentive service, he is highly regarded by clients. Outside of work, Peter enjoys cycling, staying active, and tackling home DIY projects with a keen eye for detail.

COLIN WON

CHIEF FINANCIAL OFFICER

As a Certified Professional Accountant (CPA) and experienced Owners Corporation Manager, Colin has been a key part of PROPIS since joining in 2012. He helps clients achieve their goals with precision and expertise, providing accurate reporting, detailed analysis, and overseeing budgeting, cash flow, projections, audits, and more. At PROPIS, he manages an exclusive small portfolio, ensuring a dedicated and tailored service for each client. As a senior team member, Colin plays a crucial role in training staff and overseeing financial management, fostering a culture of excellence. He also designed and built the client access system, delivering unmatched transparency and efficiency. Outside of work, he enjoys music, learning guitar, and fine dining.

DIANNE CASTILLO

HEAD OF ACCOUNTS

Dianne is the Head of Accounts at PROPIS, leading the accounts department and providing valuable financial insights to managers and clients. She holds a Bachelor of Commerce and values the transparent and approachable leadership at PROPIS, which fosters trust and collaboration. Passionate about continuous learning, she embraces opportunities for professional development. Outside of work, she dreams of building an Izakaya bar in her own home.

SHARAN ROGERS

ACCOUNTS MANAGER

Sharan Rogers joined Propis in 2022 as the Assistant Accounts Manager. Sharan has a background in finance and previously worked for an edtech company in Singapore. She earned her CIMA certification and graduate diploma in management. Sharan finds the team environment at PROPIS welcoming and calm. At home she loves to try out new recipes.

Dave Angelique

ACCOUNTS MANAGER

Passionate about nurturing financially confident communities, drawing on degrees in Accountancy and Financial Planning alongside experience in tax accounting, financial advisory and debt management. She loves helping others feel empowered to make informed choices for the future. Outside of work, she’s happily learning the art of beekeeping - a small way to give back to nature and stay curious every day.

PRITIKA KUMAR

SENIOR OWNERS CORPORATION MANAGER

Pritika offers great customer service. With warm and attentiveness, she builds relationships and handles difficult client situations. Pritika developed her skills working in insurance and superannuation. Since joining PROPIS in 2018, Pritika has become an expert in owners corporation management. Kind and approachable, Pritika is also a great cook!

SARWAT TAZIM

SENIOR OWNERS CORPORATION MANAGER

Previously a Concierge Team Leader, Sarwat oversees many properties at PROPIS. Sarwat holds a Bachelor’s in Engineering and a Master’s in IT. He has a deep understanding of buildings and residents’ needs. Sarwat manages disputes and upholds decisions, with a firm but fair touch. The secret to his success may be his Muay Thai combat skills and gentle heart.

JESSICA LO

OWNERS CORPORATION MANAGER

Jessica joined Propis as an Assistant Owners Corporation Manager in 2023. She has experience in property management and earned her MBA. Jessica enjoys the continuous learning, work-life balance, teamwork and collaboration at Propis. Her colleagues describe her as a great team player, who is always willing to help out.

ELMA TANG

OWNERS CORPORATION MANAGER

Elma studied in Australia and built her career in Taiwan and Hong Kong before returning to Melbourne. She held senior roles at major real estate firms, specialising in residential and commercial property management. With over a decade of experience, she excels in building management and complex maintenance issues. Known for her people-friendly approach and strong work ethic, she now thrives as an Owners Corporation Manager at PROPIS. In her spare time, she enjoys music and reading Japanese manga.

CLAUDIA DOAN

OWNERS CORPORATION MANAGER

Claudia holds a Master’s degree in Property from RMIT and is an all-rounder in Owners Corporation management. She manages everything from smaller complexes to large estates, spanning residential, commercial, and industrial properties. Highly organised and efficient, she oversees day-to-day operations with a strong focus on client outcomes. Known for her honesty and prompt service, she always prioritises her clients’ best interests. At PROPIS, she values the collaborative environment and the emphasis on clear communication and client care.

ANDREA AUQUE

OWNERS CORPORATION MANAGER

Andrea started at PROPIS in 2022, supporting our managers. She prepares notices, arranges maintenance quotes, and more. Andrea was previously a building manager in the city. She holds degrees in sustainable tourism and health and nutrition coaching.

SEAN THOMAS

OWNERS CORPORATION MANAGER

Sean joined PROPIS with a strong background in commercial car park management, where he led portfolio performance through market research, financial analysis, and strategic planning. Since moving into Owners Corporation management, he has quickly built a well-rounded understanding of the field and continues to grow his expertise with dedication and curiosity. Personable and easy to work with, Sean is known for building strong relationships with clients and colleagues alike. Outside of work, he enjoys growing mushrooms, hiking bush trails, and crafting his own beer and wine, bringing the same thoughtful and hands-on approach to everything he does.
